You called an HVAC company for a straightforward job: pull the old furnace and air handler, put in a new system, maybe resize a return. Then the technician looks at the trunk line running through the basement or crawl space, sees the cloth-wrapped insulation on it, and tells you they cannot cut into it until it has been tested. This happens on older Chattanooga homes more than people expect, and it is worth knowing about before you schedule the install, not during it.
Metal duct is metal duct. The concern is the insulation wrapped around it, especially on homes built before the early 1980s. That wrap, along with the paper and mastic sometimes used at the joints, was a common place for asbestos fibers in that era because the material handled heat well and was cheap to install. A furnace swap by itself does not usually touch the duct runs, but a full HVAC replacement almost always does. New equipment needs new transitions, new plenums, sometimes a rerouted return, and every one of those cuts goes straight through the old wrap.
A licensed HVAC company that has been doing this a while will not cut into suspect wrap without a test, and that is a good sign, not a delay tactic. Disturbing asbestos material releases fibers into the air of your house, and the crew doing the cutting is the group most exposed. Some contractors will proceed anyway if you sign a waiver. We do not recommend that, and neither should they. The cost of finding out is small compared to the cost of a contaminated basement or crawl space.
Targeted sampling. We do not need to survey your whole house for this. An inspector takes a small sample from the duct wrap itself, at the sections that will actually be cut or removed, and sends it to an accredited lab.

A written report either way. If it is negative, your HVAC contractor has documentation to proceed without hesitation. If the wrap comes back clean, you have lost two or three days and gained peace of mind, which most homeowners consider worth it on a system that is going to run for the next fifteen years. If it comes back positive, the duct sections that will be disturbed need to be removed by a licensed abatement contractor before your HVAC crew starts cutting. That adds time, but it is far better to know before the old duct is lying in pieces on your basement floor.
